Possible Solution: “Outgoing reliable buffer overflow”
On mobile so sorry for formatting. TLDR at end.
So recently I got a friend to join me in this wonderful game and after some playtime we ran into the formidable “outgoing reliable buffer overflow”. After some browsing I found.. nothing. Some suggested wait out an update and others said make a new world.
After some trial and error with my other account and him (15 to be exact), we discovered the potential problem… NETWORK QUALITY.
This issue arose most commonly when one would have a medium network quality while the other ultra.
I found that if you match both to Ultra Quality our High, the issue was solved 9/10 times. Potentially the conflicting quality caused all of this. On one of the 15 occasions we had the same NQ and found that lowering it by 1 and restarting corrected it. 50 hours later (ingame) and not one issue so far.
I found this is worth trying more than creating a new world tbh.
TLDR; Ensure both/all parties have the same Network Quality ( Settings > Gameplay > Network Quality), preferably Ultra, and restart PC if it happens with matched NQ
Your connection must be highly stable. With as much of your PC’s bandwidth directed at it. Jumps in connection causes by people on Netflix etc can cause you to get jumps and with Netflix’s (Any Video streaming service too) buffering process, your bandwidth can increase and decrease easily. Try both on medium if this is the case.

Edit #2: Last Paragraph
I will update this as I figure out more causes.

That particular error indicates that the save file for the individual character has become overly large. Specifically when trying to load in the number of learned engrams and items in the player character inventory.
This error typically occurs when trying to transfer inside of a cluster (the timeout is much shorter for a file load between servers than an initial load.)
If you’re getting that error when trying to zone into the game itself then you may need a tribe member to log on and remove all the items in your inventory, so your player file is reduced.
Also, it may be time to do a mindwipe, especially if you have S+ on your server and haven’t disabled the duplicate engrams.
The total amount of items in your inventory, total amount of free skins (even if «give default items» is disabled) and total amount of engrams learned affect this issue. Imagine that each engram is a physical item. The more you have, the more inventory room it consumes. Unfortunately, there is a max limit which you can exceed and you see this error.
So, if you want to xfer items to maps, I would recommend taking a mindwipe tonic and do not re-learn any engrams until your move has completed.
If you still get a buffer overflow with a full inventory (test with inexpensive items first), then reduce the amount you carry by a couple of rows until you find the magical number of items you can carry safely from map to map.
